Ganbat, the author leading the latest effort at forming a Mongolian Center of International PEN, sported the inked forefinger of a citizen who had voted when I had lunch with him. Neither the top lawyer at the Ministry of Justice nor the young Mongolians I am friends with did much but shrug when I asked them to opine on the election results. "It's fine, but the other guy would have been just about as fine," seems the general opinion, as far as I can see. <description><![CDATA[Ulaanbaatar, /MONTSAME/ The U.S. Embassy has announced that it will contribute $86,200 to the Arts Council of Mongolia for preservation of the 18th Century Amarbaysgalant Monastery. <br />                These funds are provided through the U.S. Ambassador?s Fund for Cultural Preservation, and will be used to help protect the monastery from the serious dangers of fire and theft. The Arts Council will begin work on this project in June 2009.<br />                Amarbayasgalant Monastery is a crutial part of Mongolia?s cultural and historical heritage. Almost 250 years old, it is one of the few remaining historical wooden architectural structures in the country. The Ambassador's Fund project will provide for a comprehensive assessment of the monastery?s fire safety and security systems, development of architectural drawings, development of plans for new electrical and security camera systems, installation of fire extinguishers and fire safety equipment, and documentation and registration of cultural artifacts and manuscripts preserved at the monastery.<br />                Since 2002, the Fund has contributed $175,000 to fund cultural preservation in Mongolia. Three projects have targeted archaeological sites, two have helped preserve monasteries, and one helped support a collection of folk, artistic, and traditional literary and local dialectical treasures of Mongolia?s pastoral nomads.<br />                The Ambassador?s Fund for Cultural Preservation was established in 2001, and since then has supported more than 500 projects to preserve cultural heritage in more than 100 countries. <description><![CDATA[ULAN BATOR, Mongolia (AP) -  A politically divided Mongolia  votes for a new president this weekend after being battered  by the economic downturn and worries that a too-close  result will renew the rioting that marred an election last  year. <br />Polls show the two candidates in a statistical tie, with  incumbent President Enkhbayar Nambaryn given a slight edge  if farmers and nomadic herdsmen turn out heavily for  Sunday's election. <br />Both Enkhbayar, who is running for a second term, and  rival Democratic Party candidate Elbegdorj Tsahia are  promising ordinary Mongolians they will get a share of  revenues from the country's abundant mineral wealth. <br />Beyond that, their messages differ and their abilities to  deliver on campaign pledges are hampered by the drag of the  global financial crisis on the poor, landlocked country of  2.6 million people. <br />Growth that averaged nearly nine percent annually from  2004-08 _ mainly carried by high prices for copper and new  gold production _ is projected to slump to just above 2  percent this year as mineral prices tumble. As a result,  tax revenues have shrunk, social programs have been cut  back and the often U.S.-leaning government has turned to  neighbors China and Russia for loans and other economic  support. <br />Elbegdorj, a two-time former prime minister, is  campaigning on a U.S. President Barack Obama-like theme of  change and anti-corruption that pleases urban voters,  especially in the capital of Ulan Bator, where more than  half the electorate live. Meanwhile, Enkhbayar and his  ruling Mongolian People's Revolutionary Party are wooing  their rural base with promises of national unity, law  enforcement _ and continued government assistance. <br />«People like the candidates that make more pledges and  promises. This promise to distribute mining profits plays  an especially significant role in the election's outcome.  Both candidates are promising to do this and pledging to  make Mongolians masters of Mongolia and making patriotic  and populist appeals,» said Amgalanbaatar Dagdandorj, a  political analyst with the research company Mongolian  Marketing Consulting Group. <br />Last year, sharp political differences between the two  parties played out in contentious parliamentary elections.  When Elbegborj's Democrats lost, he alleged voting fraud by  election committees, which are dominated by the ruling  party. What followed was a vodka-fueled riot that left five  dead and 300 injured and that saw protesters set fire to  the ruling party's headquarters in central Ulan Bator. <br />To prevent a repeat, authorities in the capital have  banned alcohol sales and canceled sports competitions,  cultural shows and other events that draw crowds on  election day. Election officials have been instructed to  put ink marks on the fingers and voter identification cards  of voters to try to prevent them from voting more than  once. <br />The presidential election is Mongolia's fifth since a  popular and largely peaceful uprising overturned the  pro-Soviet Union government in 1990. The country has been  hailed as a success story for democracy in a region  dominated by authoritarian government. Successive Mongolian  governments have forged close relations with the U.S. _  Mongolian soldiers fought in the Iraq war _ while  maintaining inevitable ties with Russia and China. <br />Poverty, however, persists among one-third of the  population. <description><![CDATA[ Wed, 20 May 2009 19:46:04 The MPRP has asked GEC Head N.Luvsanjav to examine a video tape purporting to expose a DP plan to buy people's votes. The video recording of proceedings of a meeting in Ganzam Hotel on May 6 was made by citizen B.Ganbold who offered it to the MPRP. <br /><br />The party claims the recording shows DP leaders plotting to pay people money for their votes, to print fake ballot sheets, include false ballots in the counting, and to give MNT10,000 for each such ballot to the secretary and members of election commissions. <br /><br />A copy of the CD has also been given to the General Police Department with a request to investigate the criminal angle in this attempt to influence election results, and to abet people in committing illegal acts. <br /><br />The MPRP has asked the GEC to take action against DP Secretary General D.Erdenebat, MP Z.Enkhbold and all the 190 DP members of election commissions.<br/><br/>2 Vote(s) ]]></description>

<description><![CDATA[ Ulaanbaatar, /MONTSAME/ The General Election Commission (GEC) announced Friday it had handed the voter's card to about 90 percent or 1 million 597 thousands people nationwide. <br />                As of today, 2,025 people are working in 338 sub-electoral committees, and 16,126 people in 1,691 electoral districts. According to the GEC, 360 video cameras in total have been installed in electoral districts and 5,000 voting boxes have been placed in them. <br />                About 50 representatives of 11 countries have applied to the GEC for a permission to observe presidential election. Electoral districts will submit the voting results to the GEC by May 29. <description><![CDATA[ULAN BATOR, May 21, 2009 (AFP) - Mongolia, one of the world's youngest democracies, goes to the polls Sunday to choose a new president amid deep suspicions over whether the elections will be fair.<br /><br />The nation emerged from communism 19 years ago but elections are routinely plagued by rumours of fraud and bribery - and last year were blighted by riots in the streets of the capital Ulan Bator that left five dead.<br /><br /><br />The race for the presidency is between incumbent Nambaryn Enkhbayar of the former communist Mongolian People's Revolutionary Party (MPRP) and Tsakhiagiin Elbegdorj, the ex-leader of the main opposition Democratic Party (DP).<br /><br />Elbegdorj, 46, is targeting an end to graft and inequality in the nation of nearly three million people.<br /><br />"Shall we change? Corruption and poverty are both excessive. Unemployment and unfairness have gained ground," he told crowds at a recent rally.<br /><br />The 50-year-old Enkhbayar pledged during an election rally in Ulan Bator to bring the nation together.<br /><br />"I will unite the Mongolians, and we will make this country great," said the president, also a former prime minister.<br /><br />The slight favourite is Elbegdorj, once a celebrated leader of a peaceful revolution that ended 70 years of communist rule.<br /><br />Twice prime minister, he was DP leader at the time of deadly riots in July 2008 after parliamentary elections and was blamed by some, including Prime Minister Sanj Bayar, for instigating the riots by making vote-rigging allegations - a charge he has vehemently denied.<br /><br />Underlining lingering suspicions over Mongolia's politics, nearly two thirds of respondents questioned said this year's polls would be tainted by corruption, according to a poll on popular Mongolian website gogo.mn.<br /><br />Observers say financial issues will play a major role in the elections.<br /><br />The global financial crisis has led to plummeting mineral prices in Mongolia, leading to a rise in unemployment and the construction industry is sluggish.<br /><br />"The main issues in this election are populist issues based on money for the people," said G. Arslan, the leader of Citizens For Justice, a Mongolian non-governmental organisation.<br /><br />In March, Canada's Ivanhoe Mines said the Mongolian cabinet had given the long-awaited green light for a proposal to develop the Oyu Tolgoi mine, one of the world's richest copper deposits.<br /><br />Since then, lengthy negotiations about what percentage of revenues Ivanhoe ought to give the government, and what percentage it should keep for itself, continue to hamper progress in parliament, which must approve the deal.<br /><br />And Mongolians see little difference between the two candidates.<br /><br />This is partly because their respective parties have entered into a coalition in parliament and therefore pursue similar policies on a day-to-day basis.<br /><br />"The fact that the two parties have worked in a coalition will make it harder for the Mongolian voters to differentiate between the two," said Arshad Sayed, the World Bank's representative in Mongolia.<br /><br />Voter indifference is reflected in what could be the lowest-ever turnout on Sunday. A survey of 9,000 people by Olloo, a Mongolian news website, showed that only 56 percent planned to vote. Election turnout is normally well over 75 percent.<br /><br />Mongolia shook off communist rule in 1990 without a shot being fired, and the first elections were held in 1992.<br /><br />The MPRP ruled the country during the period when it was a Soviet satellite.<br/><br/>4 Vote(s) ]]></description>

Besides them, another Mongolian group, made up of State Honored Sportsman G.Osokhbayar and international master of sports D.Erdenetogtokh, left Mongolia last Sunday to also conquer Mount Elbrus. <br />Mount Elbrus is the highest point in Europe, at 5,642 metres. And with a (short) comment from American Ambassador Mark Minton<br /><br />In the Bradt travel guide on Mongolia, there's a section about food, and in that section there's a text box titled "In Defense of Mongolian Food." It's a very, very small box. And, as it turns out, it's not so much a defense of Mongolian food as an assurance it's possible to find other things to eat. <br /><br />No one, it seems, has much nice to say about Mongolian cuisine. Still, I was curious. Mongolia could be called the world's original all organic country--though that doesn't translate to heirloom tomatoes. One percent of the land is arable. Many people still live as nomadic herders. <description><![CDATA[Artist S.Sarantsatsralt's exhibition "Time" has opened in Khan Bank's art gallery. All the 30 works on show represent time past, present and future. The artist has also marked the exact time to the second, minute, hour and date of when every work was completed. This is the 25th solo exhibition of the artist. Her works have also been shown in 64 joint exhibitions. Explaining her choice of theme, Sarantsatsralt says, "Time is the most essential thing in our life. People get old as times goes on. Lives end and new lives are born. People do not understand that time is actually standing still, as they get older. I wanted to show that things are limited by time. Of course I needed time to prepare for this exhibition. It took me a year and a half to paint the pictures on show," she said.<br/><br/>4 Vote(s) ]]></description>
